Update the payment date when editing an insurance payment with the new date selector plus a minor fix to the submitted date when editing a claim payment.

Two minor Form Builder bugs squashed:
Horizontal display option now keeps that formatting.
Up and down arrows now display correctly in light mode.
Subscription payment update:
We've improved the subscription payment update process to eliminate a visual issue that could make it appear your payment method update wasn't successful, even though your subscription remained active.
